It sounds as though OP has followed up with everybody but the manager with whom he spoke. Why not call the guy back, reference the conversation and ask him what the delay is. Be polite but firm. When you can isolate these things to an individual, the best pressure focuses on getting that individual to stick to his word can make this move quickly.
