I suspect the question is whether a 19-minute delay to a flight on which you were originally booked, but on which you did not fly, is a proper basis for claiming 261/2004 compensation for a 4˝-hour delay to your arrival at your destination after you were rebooked to try proactively to minimise the delay that you might suffer. And I wonder whether another question is whether the involuntary rebooking (which it sounds like you didn't ask for) might count as an IDB.

When end you say a “proper basis” do you mean this in moral or legal terms. I’m not looking to take the moral route here. Just the legal one.
