Starting in late September 2017, every time I call in to use a Citi credit card weekend certificate for one night of a multi-night reward stay, the reservation agent tells me that he or she has to book separate reservations, one for the night using the certificate and one for the night(s) using the points. I hate having separate reservations because it interferes with upgrades and forces me to check out and in.

I have previously made single reservations using certificates plus points with no problem. Am I just talking to phone agents who don't know what they're doing, or is this a system change that I'm going to have to deal with? Has anyone else here successfully made single reservations using certificates plus points since late September 2017?
