I have two ideas.

1. It's a VS cock-up in not releasing the PE cabin for sale

but more likely

2. This is their plan but are still not sure which plane will actually operate and rather than sell seats then have to downgrade this is their way of managing. I would imagine that closer to the flight dates and the plane type has been confirmed there could be some PE upgrade bargains on offer
