Not sure if it even makes sense to call retention.

Update: Just few other things - I dont have any other Barclays card, but the old one still shows on my online account. Also I am 7/24, 4/12, 0/6 if it helps anyone.
Once you applied in December and got declined you should have waited 4.5 months before you applied again, the app shows up online for 90 days, then you need another month to month and half to be safe. i think you should take a break from applying for this card for awhile to have a shot at it.
