i think we’ve all got the same question as you. My guess is they charged you for some violation. Maybe they got a ticket as that toll isn’t part of their toll program? Maybe you were speeding through it? I don’t know but it’s a fair question as yah the additional $38 fee is atypical even for the toll “scam” that basically all rental car companies participate in.
