Guests should reach out ahead of time, be accurate about the number of guests and ensure the reserved room can accommodate the correct number of people, not just assume there is some special exception for children. There isn't.
no offence but that makes it just one more "there are laws outthere" comment without any specific references to one...

But i totally agree that an email to hotel is the best way to sort this out ahead of arrival..
having traveled extensively with kids ime IT/booking engine limitation is far more common and likely explanation and with the exception of perhaps a couple cases we were able to get a room that was not bookable for 4 online...
i never tried to stick 4 adults in 1 room aside from vacation club type 2 br properties...
