IAD-Alexandria typically took me about 45 minutes from collecting the car, having bravely negotiated I-495 (Beltway) and I-395 (tbe spur from I-95). Not the nicest experience after a TATL, but survivable.

So ... 1 hour from IAD to central DC by cab is easy.
