Thanks for the detailed and accurate information. His Israeli-market phone doesn't have CDMA, so AT&T would be the only alternative. T-Mobile coverage at the hotel's location and in the downtown area nearby is spotty at best, but wifi is OK and so far, he's not having any issues.
Like seemingly everyone in Israel, he uses WhatsApp, so he doesn't care about voice coverage. He and I have been using Skype.
