In the past 1,5 decade of SK flying I've spend less than 10 minutes on any occasion going through passport control (in that direction). The EU-passport queue isn't necessarily faster.
There are plenty of ARN-OSL flights every day, you'll just get put on the next one (automatically) if you misconnect.
