Happened to me twice today, 1st time was going from Holiday inn sumhuvit to Park Hyatt meter ended up at 73 for , 2.4 km drive
2nd time no choice was by National Stadium and over a dz cabs wouldnt take me with the meter, my luck the driver who said OK was a Grab cab and door closed , meter turned on and it started clicking away from get go
I think to be safe make sure theres a sign on the roof that says Metered Taxi and doesnt say Grab anywhere those you get the 1st km for 35 thb
I have used GrabTaxi, via the app-based dispatch service hundreds of times without any sign of over-charging or unwanted routings. I have also used Grab-emblazoned taxis at least a dozen times without incident.
Assuming an average traffic surcharge (this is the extra fee 2 baht/min added on the meter when the taxi is stopped or moving slower than some speed like 6 Kph) then this fare (Holiday Inn Suk to Park Hyatt) would be in the range of 69 baht. So if you were "clipped" it was for ~ 4 baht.
