carry on: largest capacity? (and 4 vs 2 wheels)

Looking to replace my old carry on, two wheels, on the smallish side. My other luggage are:
1- 10 year old B&R expandable, bought in USA, 2 wheels, I remember it did fit in the past, but few months ago on an Air Berlin 737 it did not fit. It has also a super-slim garment bag that fits into the main panel
2- new B&R carry-on 2-wheeled garment bag. Good, but somehow regretted, mainly because suits do get wrinkles, therefore making more convenient to have suit jackets folded in the usual way (sleeve into sleeve, folded in half)

I would use uniquely for 2-3 days trip within Europe.

My first thought would go to the superlight Samsonite Short Lite (2 wheels), which is 40 liters.
What is the largest capacity of a carry-on (European airlines)? is 40l the max? would you suggest to get a carry-on with attached suiter like these?

it seems this is also 40liters, but i struggle to understand how possible since it has also the wheels sticking out, therefore i'd think the spinners to be internally smaller than 2 wheeled
