The airport website says a taxi to the city is 12,000 CFA francs ($23) one way during the day and CFA 16,000 ($30) at night. A note also says that if you ask the driver to use the new autoroute between the airport and Dakar, the passenger pays the tolls.

It also looks like an outfit called Senecartours operates a shuttle between airport and city for CFA 7,500 to 10,000 one way. It makes seven round-trips a day with a fixed schedule and fixed stops.
