Tail tipping is from when the front clears out and the weight is still in the back. Passengers aren't going to get up and move aft, so I can't see how tail tipping is the concern here.
If the aircraft happens to tip before the passengers all disembark, then yes, then are all going to "move aft", and fairly quickly... Unless they are still in their seats with their seatbelts on.
