I once stood by for the earlier SFO-NRT and had to check a bag. I recall some sort of "pending" tag in addition to my priority tag on my luggage because I didn't have a confirmed seat on the flight. Presumably it's so the baggage handlers know to only load my bag after I got a seat assignment.
its been a long time, but I used to standby out of YYZ, and they used to use a standby tag on bags - I don’t remember he exact wording, but IIRC, the color was pretty similar to priority tags - and definitely wasn’t read.
Shoild be used for all international standbys, I think. My understanding is for international standby, they tag for the confirmed flight, have this tag on, and call the bag room to have it loaded if customer clears. This differs from domestic standby (unless process has changed), where they tag for the standby flight, and that’s where it gets loaded regardless of whether pax clears, since PPBM doesn’t apply for domestic flights.
