No. A final pre-purchase FareLock page will make the purchaser agree to the CoC solely for purchasing a reservation vs purchasing a ticket. This is an application of the "other services" section as you pointed out. Here is the text that appears:

"If you choose to purchase this reservation, you understand and agree to all of the fare rules associated with this non-refundable ticket, United’s dangerous goods policy, and the terms and conditions in United's Contract of Carriage, and the collection, processing and transfer of your information to the United States for handling in accordance with our privacy policy."

Now you could argue that United made a mistake in their wording and that they actually meant "If you choose to purchase a ticket," as they do indicate on a final pre-purchase Non-Farelock page. In that case, you would only be able to rely on the FareLock Terms&Conditions, which are very limited and not protective of the customer in any way. Not to mention the "FareLock is subject to availability" catch-all which would justify canceling a FareLock for any reason, without refund, and not to mention that a FareLock reservation would have nothing to do with an actual "reservation for space" under the CoC, the availability of which would still have to be confirmed at the time the FareLock transaction is completed, and of course: "subject to availability"! I do not follow this line of thought because a FareLock reserves space on an actual scheduled flight with actual seat reservations and it competes for space with actual ticketed reservations. The subsequent purchase of a ticket turns the reservation into a "confirmed reservation" as stipulated by Rule 4C of the CoC.
