i would assume the external affairs ministry & the home ministry would have a record of indians living abroad....its not rocket science....

if you bothered to read my post properly then you would have your answer....for indians living abroad there is no home ministry clearance required....

if you are on a h1b visa & living in the us then you should be getting conditional approval soon once your clearance comes from the finance ministry....
