No, WestJet does not use Boingo.
I'm not sure if Boingo even does their own inflight Internet at all ... they were partnered with Gogo Inflight Internet for a period of time, but I think that's ended. If that's the case, Boingo is only "on-the-ground" wifi hotspots now.
I received an offer a while back from my Visa Infinite Privilege card for Gogo (not Boingo) access. I logged in to their offer site and was able to see a full list of the airlines where it could be used. (And WestJet doesn't use Gogo either...)
