Wow! This is first bad experience I heard about CompuBank.

For not getting the Visa checkcard, try to call them at 888.479.9292 or email from its online account. BTW you don't earn miles for using its bill paying service.
Remember that you get miles when you its checkcard as credit card not as ATM card. The differnce? When you use it as credit card, CompuBank like all other credit card companies collects transaction fee which it shares with you in forms of miles. I'm think this is true for ATM card transactions.
