Garbage. Most of the population has some medical condition. Since when "OUGHT" some phone agent decide who needs a Drs note and who doesnt? You think an inhaler means needs medical clearance? I carry an inhaler. I climbed a mountain last year. Should I get a Drs note to fly to the mountain (or to climb it?). Get real. By your logic, 100% of the wheelchair request people need a Drs note, and most of everybody else too.
