"Transfer Permitted" But Routing Also Must Be nonstop?

For the fare code GNA0E0EC for MEX-ORD,

The routing is
PUBLISHED RTG MEX-CHI/UA99 /TAR-WHRG EF-12JAN18 DIS-INDEF
But there is a rule that say
1 TRANSFERS PERMITTED IN EACH DIRECTION.
1 PERMITTED IN UNITED STATES IN EACH
DIRECTION.
AND - UNLIMITED TRANSFERS PERMITTED IN EACH DIRECTION.
NONE PERMITTED IN UNITED STATES IN EACH
DIRECTION
UNLIMITED IN AREA 1 IN EACH DIRECTION.
FARE BREAK SURFACE SECTORS NOT PERMITTED AND
EMBEDDED SURFACE SECTORS PERMITTED ON THE FARE
COMPONENT.
So why would this fare allow transfers, but the routing be nonstop for the price? Or is this just a boilerplate template and maybe the nonstop overrides the transfer fare?
