Learned something about flying on AA with COPD

My mom is flying TVC-MIA with a connection in ORD. She has had some level of emphysema for years (managed with an inhaler) and, this time, decided to request wheelchair assistance for her connection in Chicago. Flying from a regional airport often causes some stressful connection windows at ORD, whether you are impeded in running or not. She submitted the request online weeks ago, with an explanation of what she needed the assistance for, and today (two days before departure) AA reached out for more information. They said that even though she does not need an oxygen concentrator (which would require a doctor's authorization), she would have to have a doctor's note to be able to fly. At this late date, having to get such an authorization would be difficult to impossible for her. I asked the rep why this policy of AA is not published anywhere and they said it just isn't. I asked why not one told her that before, since she had mentioned the condition in her original request. They said that part of the information didn't come through. I just thought I would give a heads up. This was news to us. She has flown with AA many times since her diagnosis but now that she asked for help one time she is probably on a list.
