Hmmm...stayed here as Diamond in both '16 & '17 - and pretty sure I asked if I could have breakfast downstairs...and told "no", but I could be mistaken.
Maybe confusing it with Tokyo - HR...as I always am on these 2 cities together. I know Tokyo - HR doesn't allow it (although they did send me down there last Sat morning because the club was full )

And yes, that bathroom is standard - the cramped toilet, but I did get my room on the side faced sports club/Rajdamri Rd.
No suites available (did confirm the upgrade suites are not for sale) - tried to pre-book with TSU about 2 weeks ago - and then inquired again at check-in...club staff said they would let me know if a suite became available during my stay
