He's not asking about carry on. It's 61 inches total size which is well larger than the biggest permitted carry-on.
They are not going to measure and try to account for 1 1/2 inches in total.
Don't most people have to chuck their own bag in the maw of some beltway or machine away from prying AC eyes?
I doubt a baggage handler will whip out the tape measure for each bag which would be the point of last contact for Air Canada.
