With one flight to Shanghai already, they will be flatly denied. They have the ability already to operate ORD-Shanghai. All they have to do is transfer the route from SFO to ORD.

That's what the DOT is probably going to tell them.

United would have been well advised to seek route authorities for another Chinese city or US gateway or hub.
