You are making assumptions that someone stole the bag on purpose, while the reality might be very different, if someone took it my mistake and only realized after arriving to their destination, it might no longer be easy (or possible at all) to return it to IST, or do anything useful about it unless your dad contact details were somewhere to be found inside the bag.
