No doubt those entities deserve blame, but there's also really nothing stopping DL from investing in equipment at an airport they dominate and basically run. They could easily recoup their investment the way this is going. They just don't want to spend the money.
I really had a lot of hope that Mr. Council was going to be good for the airport, and some of his initial decisions made me think he would (such as pushing back on DL and saying that " a world class airport needs competition" though he seems to be disappointing as of late.
