I'm not sure if they can require a "confirmation of animal training" and still be in compliance with the ACA since ESAs by definition do not require any training.
For dogs, I'm thinking some sort of 'canine good citizen' certification like the one the American Kennel Club franchises. How you certify a cat, I don't know.
