I exclusively use the blue and yellow ComfortDelGro taxis from the airport. I avoid the other cabs as they haven't taken credit cards and the my experience has been that the drivers weren't as good. That is changing. With so many drivers moving to Uber and Grab the quality of taxi drivers is going down and the number of taxis available is also in decline.
Anyway, I tell the person manning the queue that I want Comfort. Uber will depend on which Uber car you get. But none of them are just some guy's private car. In Singapore all Uber cars must be commercial for hire cars. Uber facilitates the rental contracts for the drivers generally.
The airport has free Wifi. I think you still need to stop at an information desk or kiosk to get the Wifi.
