I have clarified this cash over issue up to $120 allowed in a rolling 24 hrs with a Discover rep last year to find out if things have changed. I was told nothing has changed; it still does NOT earn cash back. When I tried it on a new DiscIT a year ago, it was not treated as purchase but listed on a separate line as cash over and was not treated as cash advance. If they treated it as purchase then, I would've collected up to $120 daily for add'l CB.
