I was doing some research on MAN and it looks like it is on the CBP list for new preclearance airports (

I found other articles as late as July 2017 indicating that this is still in the planning stages and it could take up to 5 years to implement. Since there is no preclearance this is not a legal connection and AA will make the changes for the OP without charge. I'd hang up and call again.
