Which means that so long as you buy this as a single booking (not an Online Travel Agent selling you two bookings in one transaction) then baggage can be transferred from start to finish. BA's policies work with a bike bag, I'm sure you've seen the relevant page on BA.com. You still need to meet Westjet's general requirements for transporting larger items, but if that is also ok the bike will go through the system. I don't think you get lounge access in YVR since the Canadian departures are over in C, and you arrive in D terminal, where the BA terminal lives. Arrivals and departures are segregated in D. But you can perhaps buy access to a lounge (and FT now has a new paid-for Lounge forum!!!!).
