On a DUB-LHR, nobody clears inbound UK immigration unless they choose to go from the gate into the Flight Connections area rather than exiting through arrivals. There's a limited number of T5 gates for arrivals from DUB because the process is unique and has had to be hard-wired into the building: no immigration, baggage on international baggage belts, and a customs channel must be used.
