If it looks like it can fit under the seat infront (ie a laptop bag or small backpack) they will let you take it on, if it cant (like a roller-bag) they will make you put it in the hold. I've NEVER seen Ryanair physically measure any hand luggage - they make decisions purely based on sight.
I've had the same experience with them so far. Yesterday, when the new rules came into effect, they took all non-priority wheelies, but didn't behave any differently in terms of what they allowed as a "small cabin bag". Plenty of laptops and soft backpacks on board. I guess I was worrying too much after all.
