I think you may have referred to the "old" rules. As of tomorrow (15.01.2018) non-priority passengers will be forced to surrender the large bag, and only the 34x20x20 cm bag will be allowed on board. I guess it's a matter of how flexible they will decide to be in regards to their own rules.

Theyre not going to be measuring laptop bags. If it looks like it can fit under the seat infront (ie a laptop bag or small backpack) they will let you take it on, if it cant (like a roller-bag) they will make you put it in the hold.
I've NEVER seen Ryanair physically measure any hand luggage - they make decisions purely based on sight.
