Its still the same number of rooms (1 room) unless they feel that 1 adult and 2 children can fit in 1 room, but 2 adults and 2 kids will not fit in the same size?
How strict are they on the number of adults? Can I put down 1 adult and then have both my sister and brother in law show up?
Sometimes the issue is fire code. Sometimes there is no problem. I've found that if I email the property lots of hotels will take a third or fourth person, regardless of what the website says. Sometimes only a few of their rooms will work for the number needed.
