The new clarification rules are related to aadhar linking for people who are not aadhar eligible.
However, in theory, your SIM gets deactivated if not used for 90 days. (hence the "less frequent than 4 months" qualification)
(You can leave SIM behind for someone to use it for you to prevent deactivation but then you lose ability to use at airport on departure/landing)
