1. No, this is not possible under any scenario or circumstances.

2. I think you need to read carefully the conditions of your learner's permit. I believe there may be some restrictions in NYS on when/where you can drive. If you are not legally allowed to drive, then hoping that insurance will cover you in an accident is wishful thinking. Now assuming you are legally allowed to drive, and you have permission from your in-laws to drive their car, and there is a licensed driver in the passenger seat, your inlaws insurance *should* cover you, but I would make a call to confirm this 100% to be on the safe side. Assuming that the insurance company would cover an unlicensed driver with a learner's permit driving legally, then you should not need to be added to the policy since you are just borrowing their car and not using it on a regular basis (I assume).

Are you sure your in-laws are ok with this? Maybe better to err on the side of caution and get your actual license back before doing a long road trip?
