It is strange that they are asking for a scan if you've used it recently. I think my last passport renewal was in 2013 and I've never been asked to scan it on the app - it's just always there for me to select so I assume they've saved the image from when it's been checked/scanned in person sometime in the past. I did have to scan my kids' passports last summer when they flew UA internationally for the first time since renewing theirs and the trick for me was to turn on the flash, which somehow actually reduced the glare. The good news is that since scanning them the one time they've always been able to select for subsequent check-ins so hopefully this won't be an issue for you until your next renewal.
