I've found the option in the past (not that I was trying to accomplish it). As I recall, I was just on amextravel.com, searched for hotels in a city (not by name), didn't check "Show Fine Hotels and Hotels Collection First". I found the hotel in the options and it had a prepaid rate but then a button for "Fine Hotels".
Honestly it might have been like pewpew said, just that I wasn't logged in at the time. I usually pop into privacy mode for hotels and airfare searches.
I've done the same in the past as well, but while logged in. On the old website, if I selected a regular rate, it would display both rates side by side.I haven't done so on the new website, however.
I just went in to try a few dummy bookings, and the choice I remember seeing before seems to no longer appear. I'm only able to see FHR rates at FHR hotels.
