Technically no, since OW rules require that the connecting flight must also be marketed and operated by a OW carrier. Don't know if CX has some quirky arrangement to pay AA for arriving F pax to use the Flagship lounge at ORD, but that would be a one off. To guarantee access, you'd need to book your IAH flight on AA.
