On the other hand, since I obviously did not carry over my miles/levels, according to this rule that would be because I have not maintained my membership - but I did, since I'm still Silver...
All segments are cleared to zero at the end of your membership year. This applies to everyone, regardless of status, and regardless of whether you increased, decreased, maintained, attained, or lost status in that membership year.

Everyone starts each new membership year with a segment count of 0

Nobody can carry over level segments.

Only those people who at least maintain their existing status [i.e. it also applies to people who go UP in status during the year, but not to those who drop in status] can qualify for a level miles carryover....and only if they qualified on the basis of level miles.

You do not get a carryover merely because you have status. You only get to carry over miles if you exceed the relevant threshold, and at least maintain the same status (so those going up, or staying at the same level, may have a rollover. Those who drop in status cannot qualify for a rollover).

You only get a miles rollover if you qualified for your new status on the basis of level miles. (Those who qualify only by segments can never possibly get a miles rollover - because they haven't even attained the necessary level mileage threshold to qualify for that status).

There is no mistake on KLM's part - only in your understanding of how the programme operates.
