That those persons allowed a US passport with a sex offender designation aren’t able to get a US passport card because no such designation space on the card is currently available? Otherwise a waste of money to update the card design even as it seems like US passport cards have come to be seen by some retailers as being used for fraudulent transactions, but that’s not unique to passport cards.
