Given that I'm pretty sure iOS doesn't toggle off Bluetooth when going into airplane mode if you have an active connection (and with growing number of people wearing Watches/FitBits/etc, more people do have a constant Bluetooth connection in the background), this is pretty much impossible to enforce.
