Delta Basic Economy (unlike UA and AA) does not prohibit bringing aboard carry-on luggage that fits in the overhead bins. (And yes, DL Amex Gold cardholders still get the first checked bag luggage fee waiver with BE tickets).
For some this may be a good idea but for me I like to select my seat at the time of checkin.
