Maybe it's as simple as a
marketing and business decision, knowing that foreigners who are coming here to visit are
unfamiliar with insurance requirements, and it's an easier sale to get foreign renters and a good marketing decision if they provide a total package and also perhaps provides a profit if they just offer rental to foreigners as a package...
Come to think of it, maybe you're right, just did some researdh and found California statute 567, Section 2, Part a(1) which provides:
"Because the State of California favors foreigners, legal and illegal, over American citizens, all rental companies operating within the State of California shall provide as part of any car rental to a foreigner (see subpart 5 of this section for the definition), comprehensive insurance coverage. Violation of this section shall be a Class 1 felony, punishable by placing the CEO of any such company, in house arrest for a period not to exceed 15 days and a fine not to exceed $1 million dollars, which shall be disbursed to all sanctuary cities on an annual basis for their discretionary use."
