The avionics are different on different aircraft by carrier. The brand new avionics on the E90's actually have lower landing minimums than the older Airbus family. But, the use of that capacity requires a lower tolerance for interference. Some carriers choose to require that all electronics be shut down completely when the newer equipment's full capacity is required and others simply prohibit bluetooth at all times. It really is a choice for the operating carrier of the specific aircraft and how it is outfitted.
I prefer the LH approach because it is safer. I don't want to rely on immediate passenger compliance with a directive from the Captain at a time when the cabin crew may be quite harried.
