Corporate location, or licensee?

My HLE rentals generally show "Gold Counter", but I've had a few "Standard Counter" as well.

At my normal HLE, exactly what that means depends on the day - most of the time it means they have done nothing, and have to go through the whole process of assigning a car when I arrive. On the odd occasion they have already allocated me a car they have normally ignored the PC upgrade, so they have to start again to give me something that I'm actually willing to take.
