Specifically, I am looking at an R seat on UA from EWR-BRU and a saver business award seat on SN from BRU-FCO.
It's rare now an agent isn't apprised of the rules on this one -- most will do it. If they question you at all or sound confused, then definitely HUCA. If you call during busy times then the chances of a less trained agent is higher.
