Because that makes a mockery of issuing a non-refundable, non-changeable ticket in the first place.
By all means Aegean will allow people to pay money to upgrade - but if done correctly, it should cost more than simply buying a new ticket outright; and when you start from a Go Light ticket, the same restrictions on cancellations should still apply.

But a Go Light ticket cannot be cancelled at all. Any ticket that was originally issued with even one single sector in Go Light should therefore also remain completely unrefundable, regardless of what the customer pays to do with any individual sectors after it was issued.
